Here's an Idea, Police Detachment responsible for patrolling thos back alleyways aswell as doing traditional Police Work

Name of Sub-Faction:Police Alley Patrol or PAP for short
Detachment/Gang?:Detachment
Head of Sub-Faction(Character Name): Police Lieutenant Davidson (Stocky|Texas Accent|Lieutenant markings|Police badge)
Description: Seeing as Most crimes are likely to happen down the backstreets where the mobsters go, Police and Citizens need a unit dedicated toprotecting them in those types of areas
Background: Davidson when he was a Sergeant in the Police force, found that most of the time he would end up in a gunfight or chase down back alleys, so, this would lead to most crimes happening down there going unnoticed unless they had a Unit patrolling those sorts of areas, in 1929, Davidson beacame a Lieutenant and requested to make such a Detachment, but his superior refused, in 1930, his superior was mugged in a back alleyway and offered Davidson the chance to set up the unit, for the whole time it has been set up it has stopped several drug deals and countless muggings and gunfights.
